The Islamabad Biennale Organization (IBO) is proud to announce the inclusion of Professor William Titley to its Board of Advisors. A renowned artist, educator, and researcher based in the United Kingdom, Prof. Titley brings over two decades of experience in socially engaged and community-embedded art practice. His presence on the advisory board reflects IBO’s commitment to cultivating a critical, inclusive, and globally connected biennale.
Prof. Titley is currently a Senior Lecturer and Course Leader for MA Fine Art at the University of Central Lancashire, UK. He is also the Co-founder of In-Situ—a leading socially engaged arts organization in the UK that works closely with communities to create site-responsive art across social, geographical, and political contexts.
His practice and research are deeply transdisciplinary, situated at the intersections of art, anthropology, sociology, architecture, psychoanalysis, geography, and health. What distinguishes his work is a focus on deep community engagement, often through collaborative processes that interpret landscapes, memory, and social structures. His methodologies challenge traditional notions of the artist and the institution, favouring collective meaning-making and open-ended dialogue.
Prof. Titley’s work has been exhibited in the USA, Pakistan, India, and across Europe, and his pieces are housed in several UK public collections. His projects—such as Lancashire to Lahore and Lahore vs Chandigarh—demonstrate a longstanding engagement with Pakistan and South Asia. These initiatives used cultural exchange to build creative relationships across borders, a principle that lies at the heart of the Islamabad Biennale’s philosophy.

As a member of the Board, Prof. Titley will contribute his expertise to the planning of future editions of the Biennale, and will also be invited to Islamabad during the final three months of each Biennale cycle to participate in talks, workshops, and public engagement programs. All travel and accommodation will be covered by the Biennale, ensuring the exchange is meaningful, generous, and sustained.
