Kamran Lashari

Senior Public Administrator | Heritage Conservation Expert | Cultural Policy Advisor Member, Board of Advisors — Islamabad Biennale Organization

The Islamabad Biennale Organization (IBO) is proud to announce the inclusion of Kamran Lashari to its Board of Advisors. A highly respected public administrator, heritage conservationist, and cultural leader, Mr. Lashari brings decades of experience in urban development, governance, and the preservation of Pakistan’s rich cultural and historical assets. His participation in the advisory board underscores IBO’s commitment to grounding its international vision within the cultural and civic realities of Pakistan.

Mr. Lashari has served in several of Pakistan’s highest administrative offices, including Chairman of the Capital Development Authority (CDA), Secretary Petroleum, and as Director General of the Walled City of Lahore Authority (WCLA), where he led groundbreaking efforts in the restoration and revitalization of Lahore’s historic core. Under his leadership, numerous heritage sites were preserved and reactivated, blending conservation with public accessibility and cultural programming, setting a benchmark for urban heritage management in South Asia.

Beyond his administrative roles, Mr. Lashari has played a critical role in fostering public engagement with arts, architecture, and history. His leadership within the Walled City project integrated cultural heritage with contemporary civic life, transforming historical spaces into living platforms for festivals, exhibitions, and community gatherings. His approach reflects a belief that culture and heritage are not only about preservation but about building connections between past, present, and future generations.

His work has been widely recognized for its sensitivity to local histories, urban dynamics, and the need for inclusive civic spaces. His deep understanding of Islamabad’s political, cultural, and urban frameworks brings invaluable insights to the Biennale’s efforts to create dynamic intersections between art, public space, and civic discourse.

“We are honored to welcome Kamran Lashari to our Board of Advisors,” said the Talal Faisal Ismaili, head of curatorial team, of the Islamabad Biennale. “His lifelong dedication to the preservation and activation of Pakistan’s cultural heritage aligns deeply with our mission to embed contemporary art into the civic and cultural fabric of Islamabad.”

As a member of the Board, Mr. Lashari will contribute his expertise to the strategic development of the Biennale, particularly in the integration of public spaces and urban infrastructure for art installations and cultural programming. His role will include advising on site-specific projects, city engagement, and heritage partnerships, ensuring the Biennale becomes a truly embedded experience within the urban identity of Islamabad.
