Led by a collective of young artists, architects, writers, designers, and cultural practitioners, IBO engages with the city's complex identity—shaped by diplomacy, surveillance, migration, and quiet power—to explore global urgencies through local context.
Through residencies, research, and public engagement, IBO seeks to build a Biennale that belongs to Islamabad, speaks to the world, and isn’t afraid to ask difficult questions.
